In his present position as director of Quest for Quality BV (Q4Q), Ernst Buning is involved in various International activities, i.e.

·          Development and executing of ZEUS project in Germany. Sixty German doctors were trained to become a certified Euro-Methwork trainer in the field of substitution treatment. Various educational films on substitution treatment were produced and training in Germany by the certified Euro-Methwork trainers is supervised (see: http://www.euromethwork.org/)

·          Organising projects in the field of alcohol and harm reduction (parents for parents, alcohol policy seminars, Urban Nights and Alcohol and the City)

·          Organising workshops and training on drug demand reduction (prevention, outreach, treatment, harm-reduction and substitution treatment)

·          Involvement in various projects in Central and Eastern Europe, such as the UNODC project F77 (2004), EU Twinning project in Czech Republic (2003) and training in Macedonia

·          Involvement in organizing Aids and drugs related study visits to Amsterdam (1993-2005).

Experience with assessment studies:

·          Review of outreach services in Dublin. Period 2002-2003.

·          Review of drug services in the Eastern Health Board area (Dublin February - March 1996). This 'rapid assessment' was done with Michael Farrell (London). Interviews with key persons and visits to numerous interventions projects took place in 5 working days. Based on this information a comprehensive report was presented to the Eastern Health Board, including recommendations for future actions.

·          Fact-finding mission to Colombia (March 13 to March 29, 1994) on request of the Dutch Ministry of Foreign Affairs (DGIS). Four cities were visited (Bogota, Medellin, Bucaramanga and Cali) where the Dutch government supported drug prevention activities through UNDCP. The mission included visits to schools, prisons, special projects for street kids, and prostitutes, drug treatment centres and meetings with policy makers, politicians, practitioners etc.. A report was presented to DGIS.

·          United Nation Mission to Suriname to assess the drug situation (August 31- September 11, 1993). A report was submitted to the UNDCP on September 24th, 1993. The assessment was carried out with Juliette Boog, staff member of Drug Demand Reduction Section, UNDCP. Over thirty meetings took place, amongst others with politicians, international civil servants, policy makers, practitioners, researchers, prison staff, hospital staff, policemen, drug users, prostitutes and prisoners. Six recommendations for future action were formulated.

·          Assessment of the Aids/HIV prevention strategies for injecting drug users. This study was carried out with an international working group. It concerned the critical analyses of material (looking at multiple indicators) presented to and collected by the working group and the writing of a report for the University of Lausanne (co-ordination body for this assessment project). The report contains a clear overview of the 'state of the art' regarding

·          Aids prevention among drug users, draws conclusions about the effects of the interventions and lists 10 clear recommendations for future activities. From January 1992, Ernst Buning was chairman of this working group (period 1990-1993)

·          Assessment of Outreach work in the European Region. This was a project for the Euro Office of the WHO. As a short-term consultant, information was collected of over 50 outreach projects in 10 different European countries. The projects were described and assessed on their usefulness for Aids prevention among drug users and their potential for being used in other settings. This activity resulted in a paper for WHO-Euro. The paper portrayed the drug/Aids situation in the European Region, provided guidelines for setting up outreach projects, described review mechanisms and drew some clear recommendations for future actions of WHO-Euro (period 1989-1990)

·          Assessment of the drug situation in Portugal. This assessment was carried out with 4 experts and done on request of the Portuguese Government and the European Community. This assessment had three phases. In phase one, meetings in Lisbon took place with the responsible Ministers and key persons in the field of drug abuse. The second phase lasted a week and involved site visits throughout Portugal to schools, treatment centres, prisons, pharmacies and meetings with drug experts, law enforcement experts, researchers and policy makers. The third phase concerned the writing of a report about the assessment and the formulation of recommendations for future action. The report was presented to the responsible Minister (1991-1992)

·          assessment of the risk for H/V infection of young drug injectors. Young drug injectors were interviewed by outreach workers. Besides these interviews, several meetings were organized with key-persons from the youth culture. The above information resulted in a paper for the NIAD (Dutch Institute on Alcohol and Drugs) with concrete recommendations (period: 1992-1993)

·          assessment of the functioning of the Aids project of the NIAD (Dutch Institute on Alcohol and Drugs). The staff of this project and a number of key-persons who were co-operating with this project were interviewed. This assessment resulted in a paper with a description of the problems and concrete suggestions for future action. The recommendations were implemented and led to an amelioration of the output of this project. (period 1991)

·          assessment of the success of Drugs and Aids related study visits of European experts to Amsterdam. In two separate workshops, experts who had visited Amsterdam on a study trip, were invited to return and discuss the results of this trip. In total, 20 experts participated. Based on the two workshops, a paper was provided to the European Commission, describing the effects of the study visits and possibilities to ameliorate the exchange of expertise between European drug/Aids experts (period 1991)

·          studies regarding the effects of needle exchange programmes. Both participants and non­participants of the needle exchange were interviewed and their level of needle sharing was compared. Staff of exchange programmes were interviewed extensively. Finally, data about Aids infections and Hepatitis B were examined (period 1986-1990).

·          various studies regarding the effects of the Amsterdam Drug Intervention System. In these studies multiple indicators were used, such as health of drug users, the use of methadone, retention rate of services, number of arrests, number of deadly overdoses, rate of HIV infection etc. (period 1979-1991).

Experience with designing projects

Throughout his professional career, Ernst Buning has been involved in the development of numerous projects. His involvement has ranged from responsibility from 'a to z' (regarding content, programme development, choosing site, hiring personnel, finances etc.) to an involvement as part of a team. In the list below a number of these projects is summarized:

·          Designing the ZEUS project in Germany. This project aims at ameliorating substitution treatment in Germany. Doctors were trained to become certified Euro-methwork trainers, material was developed and training is supervised.

·          Development of Euro-Methwork. This is a European network of people working in substitution treatment. Ernst Buning was one of the initiators and is the co-ordinator. Among others, this implies the development of training and workshops throughout Europe, the development of materials (such as guidelines and booklets), development of the Maintenance Assistance Point (MAP for patients who wish to travel), and development and maintenance of the Euro-Methwork website (see http://www.euromethwork.org/)

·          Designing the project ‘Latin American Travelling Seminar (LATS)

·          Development of 'Bureau International Affairs'. This bureau was established to canalise the international contacts in this field.

·          As a member of the Board of the Foundation MHV (Ernst Buning has been on the board for 8 years, (including two years as a chairman), many projects were developed to stimulate drug users to reintegrate into society. The Foundation worked with a 'project organization'. This meant that the members of the Board were directly involved in the design of numerous resocialisation projects (period 1982-1990)

·          secretary to workgroup which developed the plans for a new Foundation for the resocialisation of drug users. Important factor in the plans were the involvement of drug users from ethnic groups and workers of ethnic origin. The plans of this working group resulted in the Foundation Maatschappelijk Herstel Voorzieningen (MHV). (period of project design: 1982)

·          development of expansion of methadone programme of the Amsterdam Municipal Health Service (GG&GD). These plans involved the operation of a second methadone bus and the establishment of 4 teams in outpatient clinics. The plans were developed in co-operation with Giel van Brussel, Head Drug Department (period 1982-1983)

·          designing of project for involving general practitioners in the treatment of drug users (resulting in project "Consultation GP’s") (1981) '

·          designing of 'methadone by bus project' for drug users from ethnic groups (Suriname, Dutch Antilles, Morocco and Turkey, and addicted prostitutes) and later the co-ordination of this project (1979)

·          designing a plan for the establishment of a drug detoxification centre in Amsterdam (1977-1978)
